“第十七届鲜浪潮国际短片节 – 本地竞赛”云集一群本地的新晋导演，以剧情短片故事结合不同的创作元素，运用微电影手法加上创新的故事题材和概念；凭着创意配搭对电影的热诚，制作出风格迥异的作品。“鲜浪潮·语2023”将会播放计划当中的十一套作品，并会访问台前幕后不同岗位的制作团队，让观众欣赏各位新晋导演的作品之余，亦能了解他们创作背后的理念、处理和所有过程的点点滴滴。节目将会访问计划中的各位新晋导演、制作团队及演员，让他们分享创作过程、拍摄及演出心得，例如题材概念、角色设计、摄影及美术风格甚至演出的心得和角色自我介绍，还有分享在拍摄过程中所遇到的难忘经历及困难，亦会探讨对这个计划对电影文化的感受。
